Jacob Paul Weaver is a seasoned building official and military veteran with a distinguished career in construction and the United States Air Force. Sworn into service at the age of 17 by his mother, a captain in the Air Force, Jacob served in the War in Iraq, honing his skills and leadership abilities.
Currently, Jacob serves as the Director of Planning and Chief Building Official for Iberia Parish Government, overseeing all aspects of urban planning, building code enforcement, and infrastructure development for the parish. His expertise is further recognized through his roles on the Board of Directors for both the Building Officials Association of Louisiana and the International Code Council-Gulf Coast Chapter.
Jacob balances his professional life with being a devoted father to three daughters and a supportive husband to his wife, a successful attorney in Lafayette, Louisiana. His commitment to both his family and his community exemplifies his lifelong dedication to service, both in the military and in civilian life. His efforts in the Air Force, local government, and professional organizations reflect a deep commitment to excellence and public service. Looking ahead, Jacob remains focused on improving infrastructure, advocating for building safety, and mentoring the next generation of engineers and public servants.

Vice Chairperson Lt. Col Laurie Moore, DNP, MBA, RN, NEA-BC, CPHQ, LSSGB
US Air Force (ret)
Dr. Lourie Moore is the Vice President for the Center for Nursing Excellence at Harris Health in Houston, Texas. She is also a veteran of the United States Air Force, retiring as a Lieutenant Colonel after 21 years of service. While her clinical background is obstetrics, she has held operational leadership and staff support roles in both ambulatory and inpatient settings. During her 37 years of nursing practice, she served as nurse manager, perinatal clinical nurse specialist, director of education and training, deputy program director for medical management (case management, utilization management, and disease management), and chief nurse executive. She also served in a special duty assignment as the Chief Military Consultant for Obstetric Nursing to the Air Force Surgeon General. At Harris Health since 2009, she held positions as nursing clinical educator, program manager for nursing information center, director for nursing knowledge management, and administrative director of nursing. As a clinical partner, Dr. Moore supports the University of St. Thomas School of Nursing as adjunct faculty and clinical coach in the graduate program.
At Harris Health, she oversees nursing professional development, nursing quality and patient safety, nursing practice, and nursing research and evidence-based practice across the system. Her work has focused on building the structures and processes for nursing excellence including strategic planning development, succession planning, and management of nursing knowledge management.
Dr. Moore earned her Bachelor of Science in Nursing from Houston Baptist University, Master of Science in Nursing from the University of Texas Health Science Center in Houston, a Master in Business Administration from the University of Texas in Tyler, and a Doctor of Nursing Practice degree from the University of Alabama in Huntsville. She is certified as an advanced nurse executive, healthcare quality professional, and lean six sigma green belt.
She has two children, Marissa and Scott. Marissa is married to JD Walt with grandchildren, Amelia and Wyatt.

Program Development Chair Johnny Carriere
Johnny Carriere was born and raised in Opelousas, Louisiana, and graduated from Opelousas High School in 2000 and went on to earn a Bachelor of Science in Construction Management from LSU Baton Rouge.
Since 2009, he has served as the Executive Director of The Refinery Mission, a Christian emergency and transitional housing facility for men, where we provide support to those coming from jails, prisons, hospitals, behavioral health clinics, and off the streets.
Johnny is married to Kelli Carriere, and together they have four wonderful children: Johnny Laine III, Sebastian, Adelynn, and Caroline. Johnny is a member of Christ Church in Opelousas. He is passionate about sports, particularly LSU football, baseball, and basketball, and enjoy spending his free time hunting, fishing, and playing foosball.

Col. Joey Strickland
Colonel Strickland served 30 years active duty in the U.S. Army, including two tours of combat duty in Vietnam. He joined the Army in 1966 as an enlisted Airborne Infantryman. During his time in the Army, he was awarded the Legion of Merit, Meritorious Service Medal with 4 Bronze Oak Leaf Clusters, Army Commendation Medal (2nd award), Ari Medal (4 award), Republic of Vietnam Campaign Medal, Vietnam Service Medal with 7 battle stars, Airborne Medal, enlisted aviation wings and overseas Ribbon, among others.

Colonel Strickland has a Bachelor’s Degree, Political Science and Foreign Language, Hampton University, a Master’s Degree, Counselor Education-Psychology, Auburn University, 1981, and a Certificate (diploma) from Air Force Command and General Staff College (equivalent to Master’s Degree) in Aero Space Studies, 1988.

Real Estate Development Expert:
Chad Moody
Chad Moody is the founder and CEO of Crossroads Area Management, a nursing facility service company. The company was founded in 2018, and he has served in this capacity since its inception.
Mr. Moody has devoted the entirety of his professional career to the long-term care industry. He has served in many roles in facilities as the Administrator to various other positions for a national operator supporting nursing facilities in multiple states. Mr. Moody is passionate about the nursing facility field as well as ensuring residents receive the highest level of care and services.
Mr. Moody received his undergraduate degree from Louisiana State University. While at LSU, he was a member of the football team that included the 2007 National Champion Title. He was able to learn many valuable lessons both on and off the field from legendary coaches Nick Saban and Les Miles that he is able to utilize to this day.
Upon earning his bachelor’s degree from LSU, Mr. Moody furthered his education at The University of Louisiana Lafayette where he received his MBA with a concentration in Healthcare Administration. He has been married to his wife Dr. Kelsey Moody, ER Physician, for over 8 years. They reside in Lafayette, LA where they are active members at Cathedral of St. John the Evangelist Church, and they currently have three small children.

Social Services Specialist:
Tony Miller
Tony Miller is a lifelong resident of Evangeline Parish and Ville Platte Louisiana. He obtained his LPN Nursing degree in 1994. Tony entered the behavioral health field in 2006. He has training in REBT and since 2011 has devoted his career to providing treatment for both active-duty service members of the five branches of the US military and for Veterans of all ages and conflicts. Miller states “Having a son who served/deployed in both Iraq and Afghanistan, I understand the real concerns and issues that face our Heroes. My dedication is built around caring for them with the same level of dedication and effort they gave to us here at home.” In 2018 Tony joined a partnership to form Patriot Rehab Services, LLC, a management company specializing in Active duty and Veterans behavioral healthcare. Tony has been involved in opening up 4 inpatient/residential treatment facilities for active- duty service members and Veterans suffering from PTSD, substance addiction/abuse as well as other service- related mental health injuries.

Holistic Health Integrator:
Jason Soileau
Jason Soileau is an accomplished Preventative Health Program Manager, Holistic Health Integrator, and expert in health optimization, human performance, and injury prevention. Currently a Ph.D. candidate, Jason’s research explores the impact of environmental and physiological stressors on military and first-responder duties, focusing on predictive assessment tools to evaluate readiness in combat and workplace settings.
In his role as a Holistic Health Integrator with the United States Space Force, Jason leads comprehensive health assessments and prevention initiatives of a diverse multi-faceted allied health team. He collaborates with cross-functional teams to identify risk factors, align with health policies, and promote overall well-being among personnel. His previous experience as a Tactical Program Manager with the National Strength and Conditioning Association highlights his expertise in developing and implementing strategies that enhance organizational health outcomes, engage industry leaders, and support evidence-based programs.
Jason’s career is deeply rooted in the core values of integrity, service, and excellence instilled during his service in the United States Air Force. His extensive background spans clinical and sport research, health assessment, and program development. Additionally, his experience managing a hospitality-based business has sharpened his skills in communication, business administration, and team leadership. With a passion for fostering healthy work environments and optimizing human performance, Jason is dedicated to advancing health optimization initiatives. He seamlessly blends academic insight with practical experience, making him a valuable partner for collaboration and innovation in health program management

Legal Advisor:
Craig Morrow
P. Craig Morrow, Jr. is a Senior Partner of Morrow, Morrow, Ryan, Bassett & Haik and has been with the firm since 1994. He focuses on products liability, traumatic brain injury, maritime personal injury litigation. He was the past-President of the Louisiana Association for Justice (LAJ) (Formerly Louisiana Trial Lawyers Association) American Bar Association, American Association for Justice (AAJ), Federal Bar Association, Lafayette Parish Bar Association, St. Landry Parish Bar Association, The National Trial Lawyers Association Top 100 Lawyers, America’s Top 100 High Stakes Litigators, Million Dollar and Multi-Million Dollar Advocates forums, Brain Injury Association of America.
Craig founded Trial Lawyers for Warriors (TL4W), which assists military Special Operations Forces members. Southern University Law Center Hall of Fame. He was a finalist, 2016 AAJ Trial Lawyers Care Award, and was selected by his peers in the Top 50 Lawyers in Louisiana by Super Lawyers for 2024 and has been selected as a Louisiana Super Lawyer for 14 consecutive years.

Financial Management Expert:
Quinton Autin
Quinton Autin was born and raised in Franklin, Louisiana and has been a native of Lafayette for almost 20 years. He attended Hanson Memorial High School and received his BS in Accounting from University of Louisiana at Lafayette in 2011. He obtained his license as a Certified Public Accountant in 2012 and practiced in the public sector until moving into private accounting in 2023. Quinton has been actively involved in various officer and committee positions at the local and state levels for the Society of Louisiana CPAs. He is an active participant in the men’s ACTS program at St. Pius X. Quinton is married to Rebecca Block Autin and they have three children.

Jason Branson
Jason Branson has over 27 years in the healthcare, serving in executive positions including CEO, Dir of Nurses, Risk Management, and Quality. He grew up on the Mississippi Gulf Coast and received his Bachelor of Science in Nursing from the University of Southern Mississippi and went on to obtain a Masters of Business Administration (MBA) from Belhaven College.
Jason Served as a commissioned officer in the Army National Guard from 1992-2001.
In the past 27 years, Jason has Successfully launched the opening of 7 specialty hospitals (Psychiatric, LTACH, IRF, and Residential). His specialties include plant development, policy and procedure establishment, staff recruitment and training, as well as all CMS and Joint Commission survey preparation and execution.
